Not Turning Over

Morning all.
Its been a long winter here and my bike has been in the garage for the winter. It has been connected to an optimal for a lot od that time and did start in early January.
Last week, when it finally stopped raining, I tried to go for a ride.
Ignition start up as normal , but when I thumb the starter button, the starter doesn't respond. There is a whirr, which continues for a few seconds, and other electrical noises, but nothing else.
Checked the battery and its registering 12--13 V mostly.
One other thing I noticed is that it won't stay in gear. I figure this is not related ( and hope it resolves when the engine is running) but I included it anyhow.

Is the starter turning? Sounds like you described the starter turning but not engaging the gears. Maybe the one way clutch #22 is stuck? Just a guess. Here is a breakdown of the starting system on page 38. https://issuu.com/desmoworks/docs/2016-sbk959?e=1887458/12417803
Took the battery to a local battery store. They checked the voltage under load and found it too erratic to be helpful. New battery put in and away she went again. Bottom line- keep the battery tender on ALL winter.
